DUBAI – The United Arab Emirates (UAE) has introduced a structured legal framework for private tutoring, opening pathways for students, teachers and employees to offer educational support services under official work permits.
The initiative aims to regulate the fast-growing private tuition sector while ensuring that only qualified and approved individuals provide academic assistance. Authorities have outlined clear eligibility rules, documentation requirements and processing timelines to streamline applications across the country.
The system has been developed by the Ministry of Human Resources and Emiratisation (MoHRE) in coordination with the Ministry of Education. It introduces a unified permit that covers multiple categories of applicants, bringing private tutoring activities under formal regulation. The permit is valid for two years and is designed to ensure compliance, transparency and professional standards in educational support services.
Eligibility rules
Under the new framework, four categories of individuals are eligible to apply for a private tutoring work permit. These include school students, private-sector employees, government and semi-government employees, and registered tutors. The inclusion of multiple groups reflects the government’s approach to widen access while maintaining regulatory oversight.
School students aged between 15 and 18 years are permitted to apply, provided they hold a valid UAE residency permit. They must also present parental consent, proof of school enrolment, a medical fitness certificate and a certificate of good conduct. University students are also eligible, subject to submission of required documentation.
Private-sector employees, as well as government and semi-government workers, can also apply if they meet qualification standards. Registered tutors are included under the same framework, provided they hold recognised educational credentials.
Application process
Applicants are required to submit their requests through MoHRE’s digital platforms, including its website and smart application. Once submitted, applications must be completed with all required data and supporting documents before review.
The ministry coordinates with the Ministry of Education to verify eligibility and ensure compliance with education sector standards. Employees working in government and semi-government entities, along with schoolteachers, must also obtain a no-objection certificate from their respective employers before their applications can proceed.
All applications are assessed against the eligibility criteria, and only those meeting full requirements are forwarded for approval.
Documentation required
Applicants from all categories must provide valid identification documents, medical fitness certificates and certificates of good conduct. In addition, educational qualifications are mandatory for teachers, employees and registered tutors.
For students, proof of enrolment and parental consent are essential requirements. The documentation ensures that all applicants are properly verified before being granted permission to engage in tutoring activities.
Approval timeline
Once all requirements are fulfilled, applications are processed within two working days, according to MoHRE. This fast-track system is designed to support efficient onboarding of qualified tutors while maintaining strict regulatory oversight.
The approved private tutoring work permit remains valid for two years, allowing holders to legally provide educational support services across the UAE during this period.
